Accor has several brands that are not yet its loyalty program Accor Live Limitless (ALL) participating, although the list has narrowed down lately.
For a long time, all ibis Budget hotels were not integrated into ALL, but hotels in Japan, Poland, Russia, and South Korea have decided to join, as those in the UK, the Netherlands, and Belgium.

I guess the long-term plan for Accor is to bring all these ibis Budget hotels ALL participating. That would make a lot of sense. It is difficult to distinguish what hotels have decided to opt out or are currently opting out from the ALL when they are represented in the search.
The ALL point earnings at ibis Budget brand are abysmal, but at least you earn elite qualifying nights. This brand can come in handy too when there is a global booster offer or you earn a fixed number of bonus points.
