There have been bits and pieces of information coming out of Bali that they intend to open for quarantine and visa-free travel in March. The Governor of Bali has approved the latest plan that looks very official but has not yet been published on the central government’s website.
Visa-on-Arrival would be re-instituted for nationals of 23 countries, and there would be pre-departure, arrival, and day 3 PCR-RT tests. No quarantine is required, and visitors would be allowed to enter other parts of Indonesia after four days.
The visa-on-arrival could be available in other parts of Indonesia, but quarantine-free would only be available if arrived in Bali.

Indonesia has been all over the map regarding these entry requirements, and they often change at very little advance notice.
New requirements should be in place on Monday, but they are not official until approved by the central government. However, Bali’s governor’s release does look very official, and cabinet ministers attended the meeting.
You have to remember that a minimal number of international flights are arriving in Bali, a requirement for the quarantine-free “vacation.”
