Indonesia earlier this month expanded visa-on-arrival and dropped the arrival PCR-RT test altogether (read more here).
The country has today expanded the visa-on-arrival to 17 additional nationalities. VOA is now available to citizens of 60 countries, including all European Union member states.

Conclusion
All you need to enter Indonesia, if fully vaccinated, is to have a predeparture PCR-RT test. I wish that they would soon remove this as well.
I will return to Bali in the second half of May for ten or so days. I have some difficulties with the ticket entering the island (Malaysia Airlines ended up canceling the flight), but the flight out on Singapore Airlines appears to be operating.
