Indonesia and Bali have been all over the map when it comes to allowing non-nationals to enter the island nation and its most popular tourist destination Bali.
Bali’s Governor issued a release on Friday detailing Visa-on-Arrival restatement for 23 nationals and move away from Warm Up Vacation (quarantine) to merely waiting for your room/suite until results from the airport test are confirmed (read more here).
It has now officially confirmed that Visa-On-Arrival is available for the following 23 nationals who enter Indonesia through Bali from March 7, 2022.
You can extend the 30-day visa-on-arrival once for a total maximum of 60 days. Other adjustments are not allowed. Visitors need to have a return ticket, the usual requirement.
Note that it has not yet officially confirmed that the Warm Up Vacation for these nationals is scrapped, but I expect this to happen in the next few hours.
What has not yet been also confirmed is that the visitor can move freely within Bali after the first negative test. Then they need to have an additional test on day 3, and if that is negative too, visitors can leave Bali and enter other parts of Indonesia.

It is almost like these Southeast Asian countries compete who has the most last-minute, confusing, and miscommunicated policy changes before they take effect. This is valid in a few hours, but still no official release about the quarantine free entry versus Warm Up Vacation.
Also, you still need to have three tests to enter and be boostered, likely – not officially yet announced, to qualify for the quarantine free entry.
They should open up the nation for fully vaccinated visitors with a maximum of pre-departure PCR-RT tests if they wish to see tourists arrive in any significant number.
